In the past few years, Chinese cities have been trying to solve it with an idea called the fifteen-minute life circle. The goal is simple. Most things a family needs every day should be within a fifteen-minute walk from home.

On September 22, the Ministry of Commerce gave an update on the programme. More than 90 percent of cities at the prefecture level and above have started building such circles, and 9,156 of them are now finished. The numbers were announced at a meeting in Jingzhou, Hubei Province. Thirty more cities joined the pilot list, and they will try to cover all central districts and suitable county communities within about two years.

Some communities have turned a whole street into what are called silver streets, where restaurants serve softer meals at lower prices and local doctors visit on fixed days. Parents, on the other hand, worry about childcare, so some shopping areas are being redesigned as children’s parks.

There are still clear gaps. Official research found that community canteens, Chinese medicine clinics and services for older people are missing in many places, and the circles so far cover only a small share of city communities. The next stage will fill these gaps first and then improve quality.
