For many people, the hardest part of finding a job is not the interview. It is the distance. A mother with a small child, an older worker, or a graduate who has just left school may live far from the city centre, where most companies are. Weifang, a city in Shandong Province, decided to solve this problem in a new way. It started a service model called community micro-employment.
The idea is simple. Instead of asking people to travel to a job centre, the city brings job information, training and startup resources into local neighbourhoods. Small offices are set up inside communities, close to where people live. Staff there help residents find part-time work, learn a new skill, or start a tiny business such as a breakfast stall or a repair shop. Services that used to be far away are now only a short walk from home.
This model is designed for people who face the greatest difficulty. Low-skilled workers, low-income families and unemployed graduates often struggle most. A job near home saves them hours of travel and a lot of money. It also allows parents to pick up their children from school and to care for older family members. Work and family life no longer have to stand in conflict.
The results have drawn national attention. Weifang’s community micro-employment program was listed among the country’s ten major employment events, and it was also chosen as a typical case of grassroots employment service. Other cities have begun to study the experience.
Big policies often sound impressive but feel distant. This one feels different. It turns a large goal into small, concrete steps: a training class downstairs, a job notice on the wall, a neighbour who now has an income. Sometimes the best way to help people is simply to move the help closer to them.

Instead of asking people to travel to a job centre, the city brings job information, training and startup resources into local neighbourhoods.
主干是 the city brings A, B and C into local neighbourhoods(主语 the city,谓语 brings,宾语是三个并列名词,into 引出地点)。 而是……」,其中 asking 是动名词,后面接 people to travel to a job centre 作宾语补足语。

-
- F(错误)。原文写 help residents find part-time work, learn a new skill, or start a tiny business,可见服务不止全职工作。干扰项把 three kinds 缩成 only one kind,是典型的「以偏概全」,用 only 这类绝对词时要特别警惕。
-
- It allows them to pick up their children from school and to care for older family members.
-
- B. concrete。
